Since you will not be able to build up xp players will have the option of taking 25 Xp or rolling on percentile dice. Whichever you choose is what you are stuck with.

Instead of percentile, how about 4d20? So anywhere from 4 to 80pts?

I load up a hopper on the angel. Step back ten paces, unload on you and we count the welts. Nuts and face count for two.
It's arbitrary. I could have granted you your op from the last three events to simulate con play. I'm mostly interested in multiplayer interaction and mission difficulty for the primer.

Go with 25 points then. You can make a stupid Spec Ops with that anyway.
More exp and its getting to the realm of auto-dodging shenanigans.
