Take a look at these please.
General Terrain Rules
All ladders require a climb order to be used with no roll necessary.
All doors that can be opened i.e. to buildings with playable interiors, require a short movement skill to open/close.
All guard rails cover. Be generous with this.
Forest bases count as lo-vis zones. All trees on these bases grant cover using the normal LOF rules.
Tables with corridor set ups that have exterior play areas count the corridors as being the height they are modeled at. If your movement has you ending on top of one there are planks that can be used to temporarily simulate the roof.

On ladders: will one "climb" order get you to the top?
If it's the second short movement skill, there may not be enough move to get all the way up a ladder.
And since it's bound to come up: deployment.
Deploying troops on elevated positions: Do they need to have a way to get up there that does not require a roll to deploy on a rooftop, etc? (EG stairs, ladders, superjump, climbing plus)
If so, this needs to be made clear from the start, so as to limit complaints as things go along.

Climb is half your movement, so you get as far as you get. The rules state that you just can't do anything else while you hang there.
You can deploy on rooftops. It's assumed you made your necessary rolls. Getting down might suck. Especially if you're in retreat.

Unless someone can show me the rule otherwise. I can't find anything to contradict anyone deploying on a building.

I always thought that you needed a way up also, but the climb rules only say a vertical surface. So theoretically they could get there eventually.

So anyone can deploy on top of buildings....damn. That'll make things interesting.
Guard rails: even if its a bar at waist height it will provide cover?

Yeah. The railings on some of the buildings and walkways. I'm not going to redo that stuff to make it actually provide cover. I'm lazy.

Interesting... So we've been house ruling the entire "only if you can reach it without rolling" bit..? The only thing I can see as our interpretation is "...and the terrain is not prohibiting", but that is such a vague term... I guess it was just meant to read as "the base and the model fits where you're trying to place it", where someplace the base fits but the terrain prohibits prevents the model from even standing there even if the base would be flat... Good to know. On a different note: are building interiors going to be low-vis, or are they going to be normal as though they were lit up? Obviously, by not specifically mentioning it previously, then I'm assuming to default to normal vis. One last edit question: Is there going to be any use for __ Terrain abilities?
