I think that's pretty much the same explanation as what appears on the Infinity forums. (IJW wrote both, I believe.)
Pandas are still situational. Though I have to say everyone who's touting (at least, during the end of 2nd Ed Infinity) the value of the BS v. the Combi in ARO is forgetting about the flash pulse. When it doubt, the Interventor's greated ARO choice, since it works off of their WP of 15, and has better range band control.

Still not completely sold on pandas being a must bring for nomads. They are nice if you have the 2pts, but lately I haven't been taking an interventor so I'm not too sure how pertinent it well be.
Still getting the box though.
