Hmmm... true but the trait for the grenade weapons just says throwing weapon. The description above the weapons says BS but the trait does not use the BS tag. I guess the rush to publish may have meant that proof reading went to the wayside. :-)
I am trying to find the definition of throwing weapon trait in the rules. that may answer the question.

»»Throwing Weapon. This weapon can make BS Attacks, but uses the PH Attribute in place of BS. When using this weapon, consider all rules and MODs that would affect the trooper’s BS as affecting his PH Attribute instead.
So a poor description for grenades but the trait clarifies it. Now about that deviation thing...

Pretty much this. Page 107 contains the keywords Throwing Weapon (uses PH instead of BS, such as grenades) and Technical Weapon (uses WIP instead of BS, such as FO). Other keywords are also on the previous 2 pages.

Page 107 states a throwing weapon is a bs weapon that uses the Ph stat.
Pages 36-39. Impact templates it makes no mention of them scattering if you miss
Either you hit with them or you don't.

Now about that deviation thing... Looked at Dispersion, p. 22. It says that a weapon or ability needs to say it disperses or follows Dispersion rules, and neither Speculative Fire nor the weapons themselves say anything about following Dispersion rules. I have a feeling it's because you can always react to template weapons even if you can't see them, and also because dispersion is now always 16", so it's assumed that if it fails to hit the proper target, it won't hit anything at all. Honestly, since that was essentially the only thing that could've accidentally damaged neutral or friendly models before, that makes the part of a HVT where if a player accidentally damages one, they auto-lose, a bit pointless... *shrug* Edit: Jeez, everyone's on this morning, lol!

Well it will streamline combat with grenades and such if we don't have to work out dispersion. So hit or no hit. I can live with it.

It's the friday before I have an entire week off. That doesn't involve the birth of new children. That hasn't happened in...4 years?
I have no focus at work today. You'd think I was on my way to Hawaii or something, and not just a week off at home.

I'm going to be bored out of my mind waiting on things next week at work. So someone better be in here posting or you might get reports of a grad student decorating his building downtown.
So impact templates don't scatter, so grenades don't. So HGL fired don't as well? This is good, reduces the bullshit known as the HGL TAG
