Does the ability Specialist, count for the ITS specialists? For example the newest Uxia McNeil, she has specialist but isn't a lt., an engineer or a hacker can she open crates and plant antennae?

Yes it does. It is stated in the Specialist rules on the downloadable PDF for the new rules not in books yet.

It covers it in the campaign rules as well when it talks about scenarios.
In addition in a mission that doesn't have the specialist special rule they can "count as" the required specialist at an extra -3 to the test.
