Nimbus zone question

Nimbus zone is a saturation zone, so -burst -3bs.  

But what about when you have 2 light flamers.  Would you only get 1 shot or 2, because they are both burst 1?

I would think you get 1 since 2 of a weapon gives you burst +1 and not the burst of the second weapon, I.e 2 combirifles is burst 4 not burst 6
