If a hackers hacking device gets disabled or a paramedics med kit would they still count as specialists?

Yes, they are still considered specialists.

I don't see why they wouldn't be. The "specialist" is in the training, not the tools.

I thought so. But how much if a hacker are you without a hacking device ?

True, you wouldn't be able to hack. But the specialist skill doesn't require equipment either.
