Lists are remade before the beginning of each round. After you know who your opponent is, what the mission will be, and what field you'll be on.
I don't intend to take a Spec Ops first round either as it's just a generic troop at that point.

In normal campaign play, it seems to be generally better to spend XP on Military Specs rather than Spec Ops... However, that might be in part due to Medivac and Cubevac rolls in case the Spec Op dies or because anything not spent on Mil Specs slows down the chances of getting to the highest tiers in a specialization, whereas I'm not sure if those are covered by the campaign tournament, allowing you to be a bit more reckless with them.
